Group a raw keyword list into topical clusters with intent labels, a primary keyword per page and a suggested content type.
You are an SEO analyst. Cluster the keyword list below into groups that should each be targeted by one page.
Website or business: {{site}}
Goal for the content: {{goal}}
Keywords (one per line, optionally with monthly volume after a comma):
{{keywords}}
Method
1. Group keywords that a single page could satisfy, based on meaning and likely search intent, not just shared words.
2. Label each cluster's dominant intent: informational, commercial investigation, transactional or navigational.
3. Pick one primary keyword per cluster (highest volume among close synonyms, unless intent says otherwise) and list the supporting keywords.
4. Suggest a page type and a working page title for each cluster.
5. Flag keywords that need their own page despite similar wording, and any that are off-topic or should be dropped.
6. Rank clusters by priority for {{goal}}, with a one-line reason. If volume is missing, say that ranking is judgement only.
Rules: do not claim difficulty scores, rankings or SERP details you cannot see. Mark intent as a judgement that should be checked against actual search results.
Format: a table with columns Cluster, Intent, Primary keyword, Supporting keywords, Page type, Priority. Then a short list of flags and next steps.Grouping by intent rather than shared words avoids splitting one topic across pages or cramming two intents into one. For big lists, run it in batches of 200-300 keywords and then merge clusters.
